Yep - that looks like it.

They're used on air conditioned cars to increase the idle speed when the A/C compressor is going, and on some catalytic converter cars to bring the engine temperature up more quickly after a cold start.

I have a wiring diagram for a cat-equipped '75 - I'll see if I can find this electrovalve on it. If I can, it's purpose will be clear from whatever it's connected to/
